The stoic female gillwoman grabs her spear and steps back 5' from the table. Closing her eyes...strangely like her companion.
Rees, stands up, in outrage at the deception and calls out... "You are a nothinhg but common thieves! Stop them, they have our Society Artifact!"
At that point the gillwoman from behind the bar casts a spell on the torch illuminating the negotiating table...causing it to shoot off fireworks in a flashing, fiery, burst of glowing, colored aerial lights.
Will save to avoid blindness from the bright flash of lights...

Only two of the people in the bar have drawn weapons and the barkeep....all three gillmen.Shoalo holds the relic and is in the white shirt at the table with the party. The others in the bar, including the two waitresses in blue dresses appear to be bystanders caught in the crossfire. They all run screaming at the flash of magic fire.

Once the halfling realizes the deal's gone bad, he stops sharing stories about food and festivals and springs to action, metaphorically.

Hawk will stand, trying to remain calm and a clear head. He will aid any ally that will come near.
(if deemed allowed) Ready Action: If any ally gets close to Hawk and crys out for healing Hawk will cast Cure Light Wounds on them
the idea being that since they want to be touched it would be possible to touch them as a standard action even while blinded. Let me know if that isn't the case.

The blinded fighter takes a small step forward (5') and lashes out at the last place he saw Shaolo, the seated Gillman.

Quillen will attempt to identify the spell that was cast (which I'm guessing is Pyrotechnics, but Quillen may not know that), specifically to know it's duration of blindness...

Hawk makes spellcraft to know it is pyrotechnics. Blindness miss chance is always 1-50 misses out of d100 for this combat...also I believe blindness prevents 5' step but could be wrong..
Eli and Hawk join the ranks of the blind, as do most of the bystanders who try to walk, run or crawl to the doorways or corners.

Sallah stumbles forward and with a powerful slash of his falchion, actually manages to connect with something or someone where he swings. You all hear a cry in pain, a body crash to the floor and clatter of dropped items, mugs, forks and plates.
Hawk stands and readies to help.
You all hear a female scream...
" Shaolooooo Noooooooo. You ba$tards!!!! . "
As she steps forward to stab at the warrior that just slashed her comrade.

Eli stabs out towards the gillwoman that stabbed Sallah...he connects even in his blindness, and earns another shout of pain from the female assailant.
Eli let me know if you included bardsong bonus on your attack...it will make a difference

I need to remember to use my halfling luck, I forgot about it on the save versus the fireworks. Definitely using it for the sticky goo.

Quillen pauses for a moment to reach over and grab some of the uneaten food from Rees' plate before turning to see a blob of stick goo en route to his location from the woman.
"Ugh, guys. Looks like some sort of... err, stuff. But the *munch munch* guy with the relic dropped it. But the woman stepped over and has *crunch* Hey this roll is saltier than the one I got... erm, she picked it up. The relic thing."
Realizing the woman-with-the-relic may try to run away, Quillen holds a single hand in her direction and pleads with her to stay.
"Halt! Just a moment... I think there's a bunch of confusion about this relic deal thing."
Cast Command on the woman with the relic to "Halt". DC14 Will.
"So.. *munch* she's totally standing in between you two - Sallah and Eli. You guys should just talk to each other and - no, Sallah to your right... your *other* right..."
Quillen finally steps up from his chair next to the woman, hoping he can put the relic she's holding back on the table should she respect his advice. (Move action, struggling with the layers to move Q's token, though)

Someone didn't include bless either. I won't mention names but I will shake my fist at them *shakefist at Eli*. Also I suspect Elindriel is maintaining the song as a free action and forgot to mention it.

So Hawk is Blinded? Or was he able to shut his eyes like the others because he identified the spell. Either way he is definitely stuck in webs.

Hawk, I could see getting a circumstance bonus to the save due to spellcraft...but the save is basically how quickly you close your eyes.
Sallah manages to break free of the webbing entangling him and steps forward to the spot he heard the thud.
Hawk is stuck and blind as he struggles to finally free his crossbow. (However loading the crossbow could be difficult until he breaks free).

Sallah falls to the ground ontop of the dying gillwoman.
Elindriel keeps her balance for the moment.
Quillen bends over, next to his pal, Sallah and the gillwoman, both are prone. He is able to pry the relic from the woman's hand...and moves back into the webbing.
5+ Eli is up (and has heard Quillen moving past him, talking). Casting was heard by everyone over by the side doorway.

NP Hawk. I had to go back and check to be sure my self. Ok, so all of you can go before she goes again. The only person that knows the exact square she is in is Quillen since she cast then moved. DC30+ perception to have heard her walk barefoot to her new position. Post your actions and this will likely be the last round one way or another.

Sallah crawls forward in the grease, and tries to stand. The woman takes a swing at him as he attempts to regain his feet...

I am going to call it here since it is foregone conclusion you will beat her. She would have run away if she had the relic and that would have cost you much gold. But in this case, Quillen has it...much to her chargrin.
Ulinestia tries to get to the halfling with the relic...who is calling out her position to each of you as he hurls a dagger at her, drawing blood and increases her anger as she spits...
"I will get you...you little twerp!"
However, she does not realize that your blindness is wearing off, and each of you are able to see her moving now and surround her.
"Never!
As a last ditch effort to escape your weapons, she casts shatter on the fishtank, but in doing so, provokes attacks and falls to the ground bleeding...

The two other gillmen have died of their wounds. You can save her if anyone wants.
She has a note on her person...
On Ulionestia’s body, the PCs can find
a letter she had written to her superior in the Aspis
Consortium outlining the gillmen’s plans, written in the
past tense, as if she planned to send it immediately after
the con was completed.
She also carries...a potion of cure light wounds, scroll of spider climb, wand of magic missile (25 charges); Other Gear dagger,
cloak of resistance +1, aquamarine amulet worth 50 gp, spell
component pouch, 22 gp
=============== Epilogue =================
As you stop the gillmen from escaping with the
genuine Pathfinder artifact, Rees thanks you for foiling their plot.
"I could not have made it here without you. Thank you for saving this from falling into their hands. You definitely have what it takes to make good Pathfinders."
He asks for escort back to Absalom where you can return the relic safely to the vaults of the Grand Lodge, and may even
travel by sea, knowing from Ulionestia’s letter that the
Aspis Consortium’s plan never involved stopping naval
transport of the relic.
Before the you leave Escadar, you may wish to speak
with the gillman embassy. You find the Low Azlanti
there completely unaware of the activities of Ulionestia
and her allies, and somewhat put off by any implications they were involved in the plot.
Being diplomatic, you are granted an audience with
the Low Azlanti ambassador, who accepts Gloriana Morilla’s
letter.
"Thank you...ah yes."
As he opens it, he simply smirks to
himself and shakes his head at a silent joke he doesn’t
share with you.
Once safely back in Absalom, Venture-Captain Dreng thanks
you all for your efforts and apologizes for sending you on
a fool’s errand, but commends you for uncovering the
ruse and preventing the Society’s enemies from gaining
control of a true Azlanti artifact.
And that concludes the First Steps part 3. Hope it was not too rushed at the end, but wanted to get your characters to 2nd level or available for any conventions by this weekend.

One minor thing and it wouldn't have changed anything - the AOO she took while Sallah stood from prone would have been with a +4 to hit, the AOO happens before the action that provoked - future reference.
