My question was actually "where are the rules". The answer (I found it) is in the Mounted Combat subsection of the Combat section. It's clearly been too long since I've read it.

The woman manages to shield her eyes from Enora's brightly colored burst of lights but the warrior nearby is not nearly quick enough. He cries out in surprise as he's robbed of sight. With his opponent rendered blind, Xue is able to make short work of the guard. Red Hair joins in his master's fury, slamming the other ifrit with a mighty hoof. From the edge of the fog Han nails the sorceress with two arrows.

The bronze doors are heavy but they open easily enough under Xue and Mrachni's power.
Bronze walls sweep to the east and west, framing a magnificent throne room decorated with metallic mosaics that seem to shimmer and glow with their own incandescence. The throne itself is a large chiseled mass of obsidian, and it rests upon a solid brass dais shaped like a fiery sun.
Seated on the throne is a muscular female giant with crimson skin, smoldering eyes, and small black horns. Smoke rises in curls from her flesh flesh. An enormous wickedly sharp blade rests on her lap. A muscular ifrit warrior kneels at her feet and a ferocious creature looks like a red-and-yellow scaled dragon, but with only two legs, snarls from her side.
A group of humans and one dwarf, naked save dirty loincloths, are bound and gagged in an arc around the throne. The party recognizes them based on the dossier they were given as the missing Pathfinders.
"As I suspected, more Pathfinders", the giant woman hisses. "Here to recover your spying peers no doubt. Well I'm not an efreeti that cannot be reasoned with and I'm sure you've noticed, I have an insurrection to quell. Leave my city. Now. And you can take your friends with you. They will suffer no further harm." Her tone is annoyed but with some measure of respect.
