Internal buffer has been confusing me.
Let's say I'm fresh for the day with no burn and empty buffer, and I accept 1 burn and 1 burn to to the buffer. Is that 1 burn safely in the buffer and nowhere else or do I simultaneously have 1 burn giving me nonlethal damage and activating Elemental Overflow AND 1 burn in the buffer to be used later?

if you start the day with nothing then you can take 1 burn, which gave the nonlethal damage and activated elemental overflow, and then store that potential in your buffer. So if you use the buffer the same day then it only allows you to spend more points in 1 round than you normally could. If you stored it the day before you also get free extra burn to use.

I am 90% sure the latter. But then you can sleep and lose the burn you actually have and keep the point in your buffer. It's more efficient to fill the buffer right before sleeping when have some more burn you can take at the end of the day and you're sure you won't be attacked in the night.
which is why I'm curious how this can be handled in PFS, can I start the scenario saying I filled my buffer before the scenario started?

A very good question! I would say until we can get an answer from the Powers-That-Be to have the GM indicate on your Chronicle Sheet how many buffer points you have at the end of your scenario. That way depending on how the next GM handles thing, you either have the points or you don't.
Given the circumstances... I have an itchy feeling that it will be designated as starting empty for each scenario, but I could be wrong (and hope I am).

If it is the latter and one takes a permanent burn for the day and have a burn in the buffer, I'd say you can definitely go, "the night before I filled up my buffer before bed. Much like it's assumed I rested up enough to recover all my hit points or kept my prepared spells from the other day." (I assume the latter examples are legal? I never ran into a problem with it before).
