Powerful good NPCs

Hello,

My character opened a bunch of stores and staffed them mostly with Simulacrum. My group then asked me, can't you pick good NPC's rather than a mage school with Karzoug as headmaster ( sculpted to look a bit different), a bar with a succubus bartender ( in human form ). And it got me thinking...who are the powerful level 20ish NPC's other than ye old great wyrm silver, or solar.....are there any options. Old man jatembe (forget name) is the only one coming to me.

Here's what I've been able to dig up so far-

20th Level, good:
Gyaltho Tulka, ruler of Zi Ha, is a 20th Level Cleric of Tsukiyo and is LG.
Eliandra, a high priestess of Pulura who has been successfully holding off Worldwound forces from the temple she is linked to for ages, is a 20th Level Cleric of Pulura and is CG.

Probably 20th Level (with mythic tiers) and good:
Savith, who killed the serpentfolk god Ydersius, though she's currently dead.

15th-19th Level, good:
Queen Galfrey is a 15th Level Paladin and is LG.
Her Most Transcendent Royal Majesty, Queen Hyun Eun-Suk, ruler of Hwanggot is a 15th Level Bard and is NG.
Shogun Jininsiel Ryuikiatsu of the Bamboo Court of Silver Leaves, ruler of Jinin, is a 15th Level Samurai and is LG.
Onishi Kazujun, First Speaker for the Council, ruler of Tianjing, is a 15th Level Cleric of Shelyn and is NG.

20th Level, neutral:
Lady Nai Yan Fei, ruler of Goka, is a 20th Level Rogue and is LN.
King Huang, ruler of Lingshen, is a 20th Level Fighter and is LN.
Artokus Kirran, who created the Sun Orchid Elixer, is a 20th Level Alchemist with some unknown number of mythic tiers or other special abilities and is N.
Inaris Jerveel, a member of the (mostly evil) Children of Steel adventuring group, is a 20th Level Cleric of Gorum and is CN.

Edit: Though it comes to me that you might be looking for stats for them. The only one on the above list with official stats is Galfrey.

This one is debatable.

Serpent Skull spoilers:

The copy of her magic intelligent sword was lawful neutral, so unless she was that alignment, or her actual magic intelligent sword was a different alignment (or changed for her friend and general, who was actually the wielder of the copy) it would tend to cause personality conflicts with her weapon.

That said, you're not wrong in presuming that she's good. She is (and she lives again!) in our campaign. :)

D20pfsrd has an NPC section with an index by CR. Most will be generic NPCs from the NPC Codex but a few are from modules and APs. Unfortunately there's no index for alignment.

There's also the old Rival Guide, and the Inner Sea NPC codex.

Thanael, thanks I considered the NPC codex, but most of the good ones have little to no write up.

While on one hand there being no "Elminster" is a good thing, sometimes its nice to have the Gandalf character powerful and above reproach.

That's because it's the default "I rule a country." level. And a vast majority of high level NPCs who are listed are country rulers (since generally only rulers of countries, important people in specific cities, or characters who show up in Adventure Paths get listed).

Also, a fairly full list (not counting those Lord Gadigan mentions above, only counting 15h level or higher characters, and counting 2 Mythic Tiers as a level):

Lady Sutarai-Gongen (CG female half-celestial tengu cleric 14 of Hei Feng) - Not technically 15th, but Half Celestial matters. Ruler of Kwanlai.

It's also worth noting that a lot of Good characters come just under the threshold. There's a 13th level LG cleric of Abadar in Magnimar, a good aligned 13th level Ranger in the Land of the Linnorm Kings, a 14th level NG Cleric of Pharasma in Sothis, etc. This seems to be more common relative to the number of level 15+ characters for Good characters than Neutral characters, but that might just be confirmation bias.

Remember Humans (which is the majority of people in Inner Sea Region) are collectively N. That's proably why there are so many more N NPCs than Good.
