Sandals of Quick Reaction = Full attack in surprise round?

Rules Questions

Sandals of quick reaction allow you to use both a move action and a standard action in the surprise round. Could these be combined to make a full round action such as a full attack?

Unless you have an ability that lets you do a full attack action as standard action* then the answers is no. The sandals do what they say they do nothing more.

(* like the captstone of the mobility fighter)

No DK. Each action type is its own thing. In other words a full round action is not a move + standard action. You just have the option to use the longer action or the 2 other actions.

Ok, this will make the item very useful for our Diviner without allowing our Rogue to sneak up and make full attacks before the enemy even has a chance to roll initiative (which would make the DM sad)
