Does making small armor with special materials half the cost of those materials? So if you were making a small mithral chain shirt, would the mithral cost be 500 gold instead of 1000?
No it does not. If you look at the section of the core rule book on the cost of armor, that cost is not reduced for small characters either. Iron and leather are cheap though, it would the time spent by the craftperson that would be more costly. The weight of small armor is reduced, but not the cost.
With regards to special materials, the rules don't reduce the cost for small characters, but since mithril and adamantine are expensive, it does make sense that small armor would have a reduce special materials cost. However, because the cost is listed based on the type of armor (light/medium/heavy) and not its weight, the cost for small characters is not reduced.

Pricing for specific types of materials is listed in the section relating to that material. Some things are priced based on weight but mostly it's a set price.
The price of darkwood is based on weight. "To determine the price of a darkwood item, use the original weight but add 10 gp per pound to the price of a masterwork version of that item."
Mithril has a flat cost increase. It varies.
