Hello Pathfinders,
I am putting together a Witchwar Legacy game and I will be taking four people.
Level: 17
Average HP per level
Stats: 20 Point buy
Gold: 410,000
Restrictions: Everything from Paizo is open, even the new ARG. No 3PP
Alignment: Any
The choice will be made on optimization, not on backstory. You may include your characters behaviour and attitude, but the main focus is on optimization, both for classes and for the party. That includes equipment.

Here is Ryarg, currently up for consideration for another Witchwar game. The creation rules are very similar, and I think the other game is closing soon, so of I don't get in there, I can quickly change things to fit this one.
He's a meat shield heavy hitting Druid, making heavy use of summoning and wild shaping, favoring advanced dire bears and earth elementals for both.

Travel sized to fit in dungeons. I need to finish his cohort, who is a Synthasist summoner with a level of bard. Think of this. Flying mount with a speed of 50, who casts Moment of Greatness, Paladin casts saddle surge. Mount casts haste. 80 ft spirited charge with lance. Full attack at end. Option to make it a radiant charge and at 16d6.

I'll be recycling this Alias into an evildoer with the same basis. Since you're allowing a lich I'm assuming a vampire is fine, but let me know if not. I've got most of the character finished, but items take a while and he'll probably have leadership to really get optimized- I'll finish by tomorrow evening. The build is a Vampire Antipaladin 2 / Arcane Duelist 15. With Charisma dictating HP *and* saves, the antagonize feat, and fast healing 5, not to mention the AD/Vampire bonus feats, he's a crazy tank/battlefield controller who buffs himself and allies. If Drow Nobles are allowed I'd use on of those, but barring that human as the base race.

I hate to throw a wrench into the gears but be aware of your guys weaknesses, the setting too. I picked lich for a reason. Vampires have the whole sun problem which is a major concern. If your going undead, may want to checkout grave knight for those melee types sense they are kinda the fighters version of a lich. ;)
P.S. My lich will be passing for a living elf via restore corpse and a contstent gentle repose effect.

I was assuming that with 400k at my disposal I could get around the sunlight issue (permanent Protective Penumbra, a big floppy hat in case of dispelling, cloaks and such). I think we should rule Drow Nobles to count as a template, also. They're already very powerful (11+hd SR) and combined with a template would be silly.
EDIT: I also don't know overmuch about the setting. Is there anything we really should know ahead of time about it for optimization purposes?

The setting is pretty much a frozen wasteland. Which means during the day the sunlight will bounce off snow and ice. So yeah vampire hell comes to mind. xP
As for a way around it, thats the DMs call. Personally I see to many easy ways to kill a vamp in that setting. At least invest in a magical shrinking coffin, in case you hit 0 hp at any point.

But the Wisdom boost would be nice. With the 26 Wisdom he'd get (forgot to add in every fourth level increase stat bonuses), that's a bonus level 8 spell, and the damage reduction would be nice against critters for such a non-meaty meat shield.
I'd just need a run down on which changes from the template would stack with wild shape. I'm assuming everybody's adding these templates without losing any class levels to compensate?
AC: In hybrid or animal form the lycanthrope has the natural armor bonus of the base animal increased by +2. I'm guessing this wouldn't stack with wildshape.
Defensive Abilities: A natural lycanthrope gains DR 10/silver in animal or hybrid form. An afflicted lycanthrope gains DR 5/silver in animal or hybrid form.Not sure about this one.
Speed: Same as the base creature or base animal, depending on which form the lycanthrope is using. Hybrids use the base creature's speed.
Melee: A lycanthrope gains natural attacks in animal and hybrid forms according to the base animal.
Special Attacks: A lycanthrope retains all the special attacks, qualities, and abilities of the base creature. In hybrid or animal form it gains the special attacks, qualities, and abilities of the base animal. A lycanthrope also gains low-light vision, scent, and the following: Presumably not this in wild shape, though bear shape already gives these to him.
Change Shape (Su) All lycanthropes have three forms—a humanoid form, an animal form, and a hybrid form. Equipment does not meld with the new form between humanoid and hybrid form, but does between those forms and animal form. A natural lycanthrope can shift to any of its three alternate forms as a move-equivalent action. A slain lycanthrope reverts to its humanoid form, although it remains dead.
Curse of Lycanthropy (Su) A natural lycanthrope's bite attack in animal or hybrid form infects a humanoid target with lycanthropy (Fortitude DC 15 negates). If the victim's size is not within one size category of the lycanthrope, this ability has no effect. This is probably okay.
Lycanthropic Empathy (Ex) In any form, natural lycanthropes can communicate and empathize with animals related to their animal form. They can use Diplomacy to alter such an animal's attitude, and when so doing gain a +4 racial bonus on the check. Afflicted lycanthropes only gain this ability in animal or hybrid form. This is probably okay too.
Ability Scores: +2 Wis, –2 Cha in all forms; +2 Str, +2 Con in hybrid and animal forms. Lycanthropes have enhanced senses but are not fully in control of their emotions and animalistic urges. In addition to these adjustments to the base creature's stats, a lycanthrope's ability scores change when he assumes hybrid or animal form. In human form, the lycanthrope's ability scores are unchanged from the base creature's form. In animal and hybrid form, the lycanthrope's ability scores are the same as the base creature's or the base animal's, whichever ability score is higher. [b]Presumably the mental adjustments are okay. The physical ones wouldn't apply when in wild shape (shifts to hybrid form first, then wild shapes for extra strength? Kind of cheesy. If I went this, he'd spend almost all his time in hybrid form, and hardly ever in natural form. I'm not sure if his bear form from lycanthropy would be better or worse than that granted by a 17th level wild shaper.

If I played a Quingong ZAM(Zen archer monk) Drow Noble Half-fiend (as spell resistance twice doesn't give me that much of an advantage, though still subject to your approval) I could be a very effective trap finder with a really impressive perception and disable device check (from wisdom of the flesh.) Skills would also be available in plenty. The most time consuming part about putting together the character would be spending such a huge amount of gold. (again, suggestions would be welcome!) Thoughts?

However: In the Paizo AP whenever a villian has PC level wealth they add one CR<--Not an official rule, but a decent guideline.
CR= PC class level with PC wealth
A template with a CR of +2 should then drop the class levels down to 15 in this case assuming the GM is following the unofficial PC wealth guideline.
