Reflow Elements to lower level impulse

I have a dual-gate kineticist who is approaching 8th level.
If I take "Call the Hurricane", an 8th level impulse, but then, at 11th level,
I find I will be more useful being able to heal folks, so reflow into "Torrent of Blood", a 6th level impulse, will I be able, later in the adventure, reflow back to the 8th level impulse? IOW, is the retraining based on the Original feat?

The level is following normal retraining rules, not something specific to Reflow Elements. So the level requirement is based on the feats you could have taken at that level, not what feat you did take. Your 8th level feat slot remains an 8th level feat slot.

The special requirement from Reflow Elements is only about the elemental trait.

Retraining is based on the 'slot' the feat is in. That is when you gained that feat.

A feat you grabbed at 8th level can be retrained as any feat levels 1-8, as long as the requirements and prerequisites are exists in the slots before level 8.
