I'm about 88% sure I understand this correctly, but I'm also very confident in my ability to believe I understand something when I don't, so this is just by way of confirmation.
I stepped away from PFS about three years ago, at which point I was running three characters at 1st, 2nd, and 4th level. Stripping this narrative of all context (which is too bad, really, because it's a tale of woe, misery, and redemption), I don't have any character sheets or chronicles. Heck, I don't have any dice. But I live in a rural area so it's gonna be all VTT for me, anyway.
I was able to salvage two of the character sheets off Roll20, and my notes on those sheets match up with what's been reported here.
I wanted to run the 4th level character, because 1-4 (or whatever they are now) games on Warhorn--the only place I know to look for games--are scarce on the ground.
Thing is, he's a paladin, so that's no good without a rebuild.
Now, I looked at the Guide to Organized Play and found stuff about one free complete rebuild, which excited me, but I seem to have missed the deadline by half a year.
That's correct, yes? My only real option is to start afresh with first level characters and hope for the best?

If the character sheets are lost, it's only reasonable that you can rebuild, using the books that were out at the time. I think the rebuild deadline is mostly to prevent a character built in 2022 to be turned into the upcoming Commander, for instance.
I'm 100% sure that you can try to reconstruct and remaster your Champion. I'm less sure, but still pretty confident that you can freely rebuild the character. Ask your local Venture-person to be 100% sure, they'll have the final say.

It sounds like you've got the chronicle sheets covered. As for the rebuild, you technically lost access to the free rebuild, since you didn't use it by the end of last year:
This rebuild must be used before December 31, 2024.
That said, I agree with Quentin's assessment. The deadline is mostly to prevent people from holding onto a rebuild for years and then randomly transforming an entire character long after the remaster was released. It's reasonable (though not strictly allowed) for you to freely rebuild your champion, assuming you only use books that existed prior to December 31, 2024. I certainly wouldn't give anyone grief for that, especially since you've been out of the game for a while.

Thanks RedOrca! I looked around and I had stored more stuff digitally than I'd thought. I have all ten of his Chronicle sheets (plus three for a Wayfinder, a Radiant Oath Protective Mentor boon, and boon from PFS2E #1-11) AND, wonder of wonder, pdfs of his HeroLab character sheets at 8, 12, 20 and 24 XP.
I'm going to throw all that stuff up on a Google Drive and write Jesse Davis, who I see is in charge of online venture officer stuff (all these were online) an explanatory--not to say pleading--note.

Yeah, the Online person would be a good idea, or the regional one for your area, even though you play mainly online. Either is good.
As for the lost chronicle sheets, I think the assumption is 8 treasure bundles per adventure is the average. With some luck you get all 10, but that's not expected to be the norm. I think 8 treasure bundles per adventure to replace your old chronicle is very fair, maybe even on the conservative side.

As an alternative to all this messing around, would it work just to pay 20 Achievement Points to buy this boon?

Rebuild a PC who has 47 XP or less (i.e. level 4 or lower)
One could do so I suppose, but personally I'd say it's not necessary, particularly if one has Chronicle sheets. With the caveat that it's a good faith, one-time thing (rather than "oops I lost my character sheet again, time for another rebuild!"), I'd say "Welcome back, rebuild and remaster as best you can, enjoy getting back into playing!"
I just don't see the purpose of getting overly bent out of shape in this instance.
