I noticed some of Season 1's scenarios include a challenge points and subtier chart on the TB tracker page and that led me to double check the challenge point rules on lorespire. The implication of the subtier chart is that the level and quantity composition of the party determines which subtier is actually played and PC levels can be of either subtier
questions:
1: if higher level PCs are playing at the lower subtier due to the challenge points, can they still apply the chronicle sheet to their characters?
2: if lower level PCs are playing at the higher subtier, do they have to wait until they reach that higher subtier's level to apply their chronicle sheet?

The subtier is just used for encounters (and sometimes other DCs). A PC of the lowest level playing in a high-subtier session also gets a level bump and can benefit from Mentor Boons.
The adventure is still for the entire span of levels, including the Chronicles earned.
But some of the early adventures had some different scaling rules, which have been changed. There are guidelines on Lorespire here to adapt them.

Note that the amount of gold earned depends on the level of the character receiving the chronicle sheet, not on the tier played - so if four level 1 characters played a scenario (low tier), they would get 14gp for 10 treasure bundles found.
If another party had a single level 1 character and five level 4 characters, it would be on a high tier, but the level 1 character would still receive 14 gp for the 10 TBs they found, while the level 4 characters would earn 64 gp each.
