How come The Whispering Tyrant has a +8 touch attack when he's got a BAB 10, Str 14, and Ioun Stone giving +1 attack? Shouldnt it be +13?

Hmm, I does look incorrect. The only thing I can think of is that they used the base mythic lich (BAB +9 – 1 Str) and forgot to adjust for BAB and ability upgrades and magic items when they did the custom creature.

When I look at the Archives of Nethys entry for The Whispering Tyrant I see it has the same touch attack modifier of +8, but they also have an attack listed with his +2 keen wounding dagger at +15, which does add up.
(BAB 10 + 2 Str + 1 ioun stone + 2 for the dagger). So either they also copied the +8 touch from an erroneous source, or there's something not listed that gives the Tyrant a penalty to touch attacks (but I don't see anything).

Thanks for responding. I just wanted some validation. Managing stats at a mythic tier is full of fiddly little rules interactions that are easy to miss.

It looks like it's written as a secondary natural attack used with a manufactured weapon.

regular Lich CR:17 has a +3 touch attack. BAB 9, Str -1, Scndry -5 = 3, so it looks like a secondary natural attack. The other clue is the melee line has mace +9 then +4, and then the natural atk at +3.

The Wandering Tyrant also has considerable overlap in its items.

+1

Melee Attack: A lich has a touch attack that it can use once per round as a natural weapon. A lich fighting without weapons uses its natural weapons (if it has any) in addition to its touch attack (which is treated as a primary natural weapon that replaces one claw or slam attack, if the creature has any). A lich armed with a weapon uses its weapons normally, and can use its touch attack as a secondary natural weapon.
