With this sorcerer focus spell, does the saving throw only occur once, for example, say an enemy is within 30ft and they Crit succeed, if they are still within the radius the next turn would they need to roll again?

The spell doesn't have a duration, and there's no reason creatures would be making repeated saves. It's just an immediate effect, with an immediate save for creatures that are in the emanation at the time.

Yep. It's a one-off instantaneous effect, like fireball.

If you want to force additional saves, you'll need to cast it again.
