I haven't found a definite answer yet but, does this even work?
It's the first time I've seen a level 1 class feature give a level 2 feat as a bonus.
Can the skirmisher Operative even use it at level 1?

Sounds similar to the Monk: Abundant Step problem.
I'm not aware of a rule that says that you can't use a feat that you got early access to though - there is for focus spells.

If this is not an error of some type, my thought on why it would be set up this way is:
Hair Trigger is meant to be a Level 2 class feat instead of a Level 1 class feat so that it can't be picked up with a bonus Level 1 class feat slot from things like Human: Natural Ambition.
But then the Skirmisher Exploit type is given the feat at Level 1 anyway rather than duplicating the text of the feat in the Exploit rules and stating that it also qualifies as meeting the prerequisites of having the Hair Trigger feat.
It would be a nice-to-have to have it say "without meeting the feat's prerequisites" like the Disciple Background has for the Holy Talisman skill feat.

I mean, afaik nothing actively prevents you from having higher-level feats. It's just that it is normally impossible to gain them, just like you can use items of any level but typically can't buy the much higher stuff.
I think there are a few feats in PF2 that grant higher-level skill feats (I vaguely remember barb having one), so it might not be fully unprecedented.
So its possible that Hair Trigger's level is wrong. But it doesn't break anything.

Ok,thanks for the answers.
I was just not sure if there was a rule that prevented it from working but it must be just that normally you won't be able to pick them up because of the level prerequisite.
