Large creatures double their bulk limitations.
But what about Large PCs with the Hefty Hauler feat?
Is their bulk limitation doubled before or after accounting for the feat? That is, does the doubling apply only to the base operation, or to the sum? What is the proper and intended order of operations?
For example, I have a Large minotaur with 18 Strength. Normally, he can carry 18 bulk without penalty. With HH though, it could be as low as 20, or as high as 22.

My understood is that you apply before double it because is not like your doubling you base bulk limit (5)x2 but you sum bulk limit (5 + str)x2.
So a large character got (5 + str + Hefty Hauler)x2.
Personally I generally go the other way so that tiny PCs actually benefit from Hefty Hauler.
But I think you're right.

Everything they carry is 2x heavier if it is for them any way so the feat would be pretty bad if it applied after.
Not EVERYTHING. Just the things made specifically for them.
I imagine there is a great selection of gear and magical items that would work just as well for them regardless of its size.
