Throwing Shield weapon & runes.

Does the weapon throwing shield described as special straps & weighting that fits over a shield or buckler & allows for quick doffing & throwing count as a separate item for rune while still allowing runes to be placed on the shield it's self separately?

The Throwing Shield was created before Shield Runes were in existence, so we have to do some forward compatibility adaptations here.

I would likely allow both shield runes and weapon runes on the shield. Weapon runes to increase the capabilities of the item when used as a thrown weapon and Shield runes for when the item is used as a shield.

The shield already doesn't allow attached weapons, so there isn't a problem there.

I also question allowing the weapon runes on the shield to apply to Shield Bash since shields don't normally allow weapon runes. I only question that because weapon runes on a Throwing Shield aren't specifically allowed either - but not allowing weapon runes on the Throwing Shield at all means that it can only be a weapon at very low levels. Allowing the weapon runes on the shield but having it not apply to Shield Bash makes the Throwing Shield match the behavior of a Throwing Shield Augmentation - which can also have weapon runes on it that wouldn't apply to Shield Bash.
