Book 3 Mindscape Question

Hey!

I was reading the 3rd adventure and i could use some help clearing up something regarding the governer's mindscape.

It mentions that it's his own mindscape with it's own townfolf. Kinda like a weird replica of our mindscape.
It is said the people there don't recognize us, but if the PCs are also residents of Willowshore, shouldn't they also be represented there? so when the PCs enter, they see a clone of themselves?

Is there a logical in-game explanation to give my players (that will surely be intrigued by it)?

First of all, please remember that this Adventure Path is particularly filled with plot twists and surprises, so try to include "Spoiler" in titles or use the spoiler tag when talking about these so that the surprises aren't accidentally revealed. That said...

In the governor's mindscape, Willowshore is weird and distorted, and the sinister influences behind it all (Kugaptee) makes sure it's a place that the PCs aren't familiar. The townsfolk in this iteration of Willowshore not recognizing the PCs is meant on the one hand to indicate that the PCs alone in town are "outside" of the loop, potentially, and have the destiny to make a real change and save the town, but at the same time it's meant to make the PCs feel uncomfortable and nervous about what's going on in this version. It's also a reflection of the fact that the "people" in the governor's mindscape aren't actually real people and are more like comple illusions—them not recognizing the PCs is another hint that something weird is going on here.

The PCs do eventually encounter duplicates of themselves in the form of the noppera-bo impersonators, of course... those being one of the few other "real" things in this mindscape.
