Lantern Archon's Retributive Strike

Hi

The bestiary says that a lantern archon can also make a Retributive Strike with its light ray. A retributive strike gives some damage resistance and gives a melee attack if the aggressor is within reach.

Lantern Archons don't have a melee attack. Does this mean they only get the damage resistance? if they do get to attack back with their light ray, does the aggressor have to be within range, or still within reach?

"with its light ray" seems pretty clear it's an exception since that's a ranged attack but I would still enforce the "both w/I 15'" req of Retributive Strike

Basically, a silent ability (that is recommended to not list in the stat block) that is similar to Ranged Reprisal (but without the free Step).
