Can racial heritage be use to give me the fcb of a gnome?

Rules Questions

Mainly want the extra 3 hexes from gnomes fcb but gnomes dont get a +2 to int so they kind of arent that good witches. Would spending a feat on racial heritage make me count as a gnome for its fcb?

Yes, taking racial heritage means you also count as that race for ALL purposes.

yes, see Firefox Google search for FAQs on the topic (or just enter site:https://paizo.com/paizo/faq "Racial Heritage" into google search on your browser). Luckily your PC doesn't get short or lose movement rate.

Advice: with that feat and 18 levels of favored class bonuses you could gain Accursed Hex or Extra Hex feat and then +18 HPs & 18 skill points.

It does, but as always it's a matter of tradeoffs.

If all you want is the FCB, then spending that feat means you are a feat behind (that you could have spent on Extra Hex) for the first 5 levels. 6-11, the only difference is that you have given up your FCBs. At 12th level you finally get one more hex than you would have otherwise. So the question is: do you really expect your campaign to spend a lot of time at 12th level or above?
