Reactive Pursuit VS driveby

Reactive Pursuit states "Trigger An adjacent foe moves away from you, and you can reach at least one space adjacent to the foe with a Stride action."

In a recent game I was in, an enemy ran past the party rogue. That is, he started his turn non-adjacent, but ran through the rogue's adjacent squares to get to and gank the wizard in the back row.

The rogue player declared that he would use Reactive Pursuit, since the foe moved away from him. However, the GM ruled that he could not since the enemy in question didn't start their turn adjacent to the rogue, so he didn't think the NPC met all the qualifications of the trigger. He seems to think they need to stop, be adjacent, and then move away for the ability to trigger.

Is that the case?

Player Core page 415: "reactions work differently. You can use these whenever the trigger occurs, even if the trigger occurs in the middle of another action."

Cool that it applies to free actions too. I think that means you can use Bespell Weapon in the middle of a Blink Charge.

I agree with Captain Morgan. There is nothing in the trigger than says they must start the move action adjacent to you, but you can only react while they are adjacent to you.
