I am running Age of Ashes for a home game but doing the chronicle sheet when we finish each book. What level do I do treasure bundles at? Do I use the level the pcs finished the AP at? Do I do all 10 bundles?

I think the sanctioning document should cover that.

Each adventure is worth three scenarios, right? I believe all such adventures say they are worth 30 treasure bundles, but that rewards should be issued in three sets of 4 XP and 10 bundles. That way, you can increase the value of the bundles if the PC levels up partway through applying their rewards.

The treasure bundles (and XP) are done in three sets, and the gold they are worth is determined by the level of the PC who receives the chronicle sheet. They are done in three sets (4xp and 10 TB each) so that the gold amount stays correct even if the PC levels up midway through the process.

Some examples:

Player wants to apply the sheets to a brand new society character that currently has 0 xp:
They get 30 TBs, so 3 scenarios worth. At level 1, that's 1.4gp per TB; or 14gp per scenario, so a total of 42gp for the whole 30 TBs. The character now has 42gp (plus 15 starting gold) and 12 xp which is enough to level up, and the player may start playing that character as a 2nd level character in society games.

Let's say that player plays two scenarios while you're running the second book. Their character is now level 2, with 8 xp, and as you finish the second book of AoA, they want to apply the chronicle sheet on the same character.
The first batch of 4xp and 10TBs gives them 22 gold. However, that 4xp brings them to 12 xp total, which means they level up. Their character is now level 3. The next two batches of 4xp and 10 TB are each worth 38GP. The end result is that they are now a 3rd level character with 8xp, and they gained a total of 22+38+38= 98 gold for this particular chronicle sheet.

Note that the Society PC the chronicles get applied to is totally separate from the character they play the adventure path with. The home game character doesn't influence the society character in any way, nor the other way around. When they get the chronicle sheet, they may freely decide which of their society characters gets the chronicle sheet: They could be playing a level 15 Android-Fleshwarp-Ghost in your home campaign if they wanted to (and if you allowed it), but the chronicle sheet is applied to their society character (which could be something like, level 1 human fighter). Similarly, the chronicle sheets don't have to go to the same character: They could give the chronicle sheet from the first book to their character number -2003, and the one from the second book to character number -2001, and so on.
