A quick look at the lore suggests that (at least in 1e) ningyo were small-sized humanoids who have a bizarre tendency to raise as undead at night after they've died. Considering that iirc merfolk are result of aboleth genetic manipulation on humans, it seems unlikely that they are directly related, or at least any more than iruxi and xulgaths on the basis of both being reptilian.
