Armbands of Athleticism says "...whenever you use an action to Climb or Swim and you succeed at the Athletics check, add a +5-foot item bonus to the distance you move."
How does that interact with a character that possesses a Climb speed or Swim speed? Does it do nothing? Are they just 5 feet faster? Do they still need to make the check?

Climb and Swim speed speeds do not prevent rolls. You roll at +6 [4 from speed and 2 frm armbands] and get your +5'.
Swim Speed
Source Core Rulebook pg. 463
"Instead of attempting Athletics checks to Swim, you automatically succeed and move up to your swim Speed instead of the listed distance. Moving up or down is still moving through difficult terrain.
You might still have to attempt checks to Swim in hazardous conditions or to cross turbulent water. You can also choose to roll an Athletics check to Swim rather than accept an automatic success in hopes of getting a critical success. Your swim Speed grants you a +4 circumstance bonus to Athletics checks to Swim."
Climb Speed

"Instead of needing to attempt Athletics checks to Climb, you automatically succeed and move up to your climb Speed instead of the listed distance.
You might still have to attempt Athletics checks to Climb in hazardous conditions, to Climb extremely difficult surfaces, or to cross horizontal planes such as ceilings. You can also choose to roll an Athletics check to Climb rather than accept an automatic success in hopes of getting a critical success. Your climb Speed grants you a +4 circumstance bonus to Athletics checks to Climb."

But you risk wasting an action if you fail if you choose to roll? Or is it impossible to fail under normal conditions when you have a swim speed?
Yep, you risk failure if you roll and even creatures with climb/swim speed have to roll in hazardous/difficult areas so they want a half decent roll to go with their +4.
As a side note, the climb/swim entries aren't written with climb swim speeds in mind being written with a 5' speed +5'/20' land speed with a crit making the base 10' instead. Now is a crit meant to add 5' to speed or is it meant to double it? I wish it was clear in the speed sections especially when they call out rolling for crits.
