In PF2R, the Verbal component is changed into the Concentrate trait while the Somatic component, the Material component and the Focus component are changed into the Manipulate trait. The changes bring several problems.

1) There're rules that can be related to the Verbal component. For example, it is said that "If you speak (including casting spells with verbal components or activating items with command components) you lose all remaining air." Does using a Concentrate spell in PF2R mean losing all remaining air? It's so weird for roleplaying.

2) There're abilities that can be related to the Verbal component. For example, the Grip Throat ability of Crawling Hands make all Verbal spells cost an additional action. Do all Concentrate spells in PF2R cost more when grabbed by a Crawling Hand?

3) There're some difference between the spell with Somatic components and that with Material components. The former doesn't require a free hand while the latter does require. How should I tell whether spells with the Manipulate trait in PF2R require a free hand or not?

The short answer to all of these is that we don't know yet if any of those problems exist.

Concentrate and Manipulate on the spells could be the whole rule. It seems just as likely that the formatting is changed to put the traits in a more intuitive place, but that details like needing to speak are listed elsewhere, with something in a class's specific spellcasting feature saying "for you, this is what a concentrate component on a spell means".

But the questions are simply too early to answer, because the small preview document is not a complete picture of the new rules.

The preview document mentions that it isn't meant for converting all of the current Pathfinder 1.4 content up to the Remaster rules. It is meant as a translation guide so that we know what the new terms in Rage of Elements mean and can de-convert that book down to Pathfinder 1.4 so that we can start playing with it immediately.
