Does powered armor benefit from weapon specialization or what?

It should, it's just replacing your unarmed strike with different dice, and an unarmed strike is a basic weapon that benefits from specialization.

does that include weapons slots?

If the weapon in your weapon slot is one with which you have Weapon Specialization, then you still get that benefit.
