It happens all the time.
Paizo first runs the database of everyone who is getting a shipment this month. That's when your "pending" order appears.
Since they can't ship all the books in one day, people's orders get filled on different days. Until it is filled, your order is 'pending' and your credit card is not charged, and your PDF is not in your account.
Your pdf will show up in your account on the day your order is shipped. If you are toward the end of the line, other people will get their PDFs before you do.
If you look at the "July shipment" thread, you'll see lots of people talking about their "watch ending". That just means that their pending order has finally shipped.

That's normal. Most subscriptions are still Pending. Shopping the orders happens over a couple of weeks, not all on one day. You get your PDF when your order ships and your card gets charged.

That was likely a hold charge to make sure the money was there and wouldn’t be spent. This usually happens during the processing of orders and is valid for a few days before the money is actually taken,

So what happens if it reaches the expiration date and they haven't shipped it?

Then the money gets unfrozen and the process repeats until they do ship it,

You will want to look for the "End Shipping Estimate" date (in this case, Friday, July 28th). If that date comes and goes, your subscription order still hasn't shipped, and nobody from Paizo has posted a message in that thread indicating that the end of shipping was delayed, then at that point you would want to send an e-mail to customer.service@paizo.com asking them to see what is holding up your shipment (or do that earlier if the page with your order on it already indicates an obvious problem earlier, such as a payment method failing or waiting for backordered products).
A similar thread to this one is created each month shortly before the subscription orders are generated.
