Devise Stratagem and Quicksilver mutagen

Quicksilver mutagen says "You gain an item bonus to Acrobatics checks, Stealth checks, Thievery checks, Reflex saves, AND DEXTERITY BASED ATTACK ROLLS" (emphasis mine).

So an investigator using a shortbow or any dex weapon will benefit from it. But what happens if he uses his Devise Stratagem ? "When you make this substitution, you can also add your Intelligence modifier to your attack roll instead of your Strength or Dexterity modifier".

Is it still a dex-based attack ? Do you still benefit from the mutagen ?

Devise Stratagem changes its base attack roll to be Intelligency when you use it to Strike so it doesn't benefit from Quicksilver.

Including this becomes a trick when facing ghosts.

You are allowed to pick one - DEX or INT. But you can pick only one.

Devise a Strategem gives you the option to use your INT modifier instead of your STR or DEX as long as the weapon used qualifies. But it is not mandatory. You can still choose to use your DEX on the attack roll if you want even if you are using the pre-rolled Devise value.

But if you are using INT for your attack roll modifier, bonuses to your DEX are not going to be included. The attack roll is no longer a DEX based attack roll since you are using your INT for the attack.
