If decompose corpse was cast on a Zombie, would it still function as a Skeleton creature with attacks whose type had changed?
If cast on an object such as a Necromancers staff would it leave behind a functioning staff if the vertebrae alone was left, or would it destroy the object...
Also, would it have any effect on Vampires or Ghouls, Liches etc whom could be argued to be undead corpses?

The answer to most of your questions is in the text of the spell:
If it is cast on a non-skeletal corporeal undead, the creature takes a –2 penalty on all rolls and to its Armor Class and CMD for 1 minute.
It doesn't have to be identified as a "corpse" it just has to be a non-skeletal corporeal undead. The zombie, vampire, ghoul, and Lich would all take a -2 penalty to all rolls and to AC and CMD for 1 minute.
As for the "Necromancers staff" I'm not sure exactly what item you are referring to. The closest match I could find is the Magi Staff of the Necromancer. In addition to being an artifact, it's already just bone, no flesh. Other items I could find include the Necromancer's Athame, which also has no flesh. But it general, the spell shouldn't have any effects on magical items. It has to target a corpse or a non-skeletal corporeal undead.
