Mech rules questions.

Forgive me. I cannot find if this question has been asked, so that lets me know that I have just missed it somewhere. So, can someone please provide a reference for the mech movement called “phase” such as on age 99.

Are you talking about the "phase" frames? Their unique benefit is that they can equip the Teleporter auxiliary system, which lets them teleport short distances.

No one in the group wants to build a mech besides me. Which makes it difficult because of the Mech pool points.
Is their alternative rules for a single player to build their own mech? My GM has informed me if I can find alternative rules for gathering mech points he will allow me to build it.
