Correct me if I am wrong, but we do round down when we are doing half of something. If this is the case, at level 2 reinforce eidolon does not give any resistances, and its not until level 3 that we get resistance 1. Resistance 2 at level 7.
Am I correct in this? If so it seems kinda weak especially considering that the AC boost also never increases.
That's correct, it starts off as just the AC bonus. That shouldn't scale because a status bonus to AC is about as valuable at 20th level as at 2nd.
That's correct. Since everything rounds down unless stated otherwise, you need to be casting Reinforce Eidolon at level 2 for the resistance to be 1.

What are you considering it to be weak in comparison to?
Just because something is a small number, doesn't mean that it is weak or without value.

But as far as I know, it's the only way to boost the AC of your eidolon. Eidolons cannot even get a item bonus to AC.
The Eidolon entry lists an item bonus to AC that they get automatically. They will also have their AC increased by the Summoner's armor runes.
Protect Companion would give a circumstance bonus.
It is possible that they can eventually cast the Shield cantrip themselves also, though that won't stack with Protect Companion since both are circumstance bonuses.
There are also things like cover.
