You need to separate a piece of the creature first to use as a material component for the reincarnation spell, as the spell consumes its material components, i. e. the body of the creature.
The body can be turned into an undead, but only a mindless one, as there is no trace of the old soul or mind in the corpse after the reincarnation.

Since the dead creature is returning in a new body, all physical ills and afflictions are repaired. The condition of the remains is not a factor. So long as some small portion of the creature’s body still exists, it can be reincarnated, but the portion receiving the spell must have been part of the creature’s body at the time of death. The magic of the spell creates an entirely new young adult body for the soul to inhabit from the natural elements at hand. This process takes 1 hour to complete. When the body is ready, the subject is reincarnated.
Nowhere does it say the piece/body was consumed, the material components are strictly the oils worth 1,000 gp. So the zombie maybe missing a couple locks of hair, but yes you can duplicate your teammates in various different racial bodies and turn them into zombies when they die. Note that you must reincarnate them before you turn the old body into undead however, as turning it first into an undead corrupts the life force in the body, essentially severing it from the creature you want to reincarnate.

I deleted the other thread. I was thinking of using this with a Hag Coven.
Whenever all three hags of a particular coven are within 10 feet of one another, all three of them can work together to use any of the following spell-like abilities: animate dead, baleful polymorph (DC 18), blight (DC 17), bestow curse (DC 17), clairaudience/clairvoyance, charm monster (DC 17), commune, control weather, dream, forcecage, mind blank, mirage arcana (DC 18), reincarnate, speak with dead, veil (DC 19), vision.

Does the spell create an entirely new body, or does it transform the existing body into a new body? The spell does not really specify, but the spell is a transmutation spell not a conjuration or necromancy spell. To me that suggest the spell in transforming the existing body or body part, not creating a new one.

It creates an entirely new one.
With this spell, you bring back a dead creature in another body, provided that its death occurred no more than 1 week before the casting of the spell and the subject’s soul is free and willing to return. If the subject’s soul is not willing to return, the spell does not work; therefore, a subject that wants to return receives no saving throw.

It is likely transmutation because you are taking the piece and making it into the entire new one, but because magic doesn't have to follow the laws of thermodynamics, you don't need to have more than a piece which would transform while the remainder of what that piece was taken from should be unaffected.

I should have phrased my question better. What I meant was does it create a new body out of nothing or does it transform the existing body (or portion of the body) into a new body. If I melt down a metal ring and use that metal to create a new ring the old one no longer exists.

The description of the spell specifies the spell is cast on a portion of the dead creature. If reincarnate grows a new body from the portion of the body, it is cast on that might prevent you from using the remaining parts of the body for animate dead. Animate dead does specify the corpse must be mostly intact. The rules are not really clear on this, so it is going to be a GM’s call.

yes... although the creature's race will change and THAT'S an issue for a coven of monstrous humanoids when the cute pink-haired gnome shows up claiming to be their ex-coven member (takes a hex or item)... *BAM!* NEXT ITERATION
and it'll be a bit awkward/weird for the coven that knew the original creature. I mean would you want to be reminded of your failure all the time by your undead servant just being around?
