Hello, if a character or a creature blinded, the others characters considered as hidden for the blinded creature/character ?
As for darkness :
A creature or object within darkness is hidden or undetected unless the seeker has darkvision or a precise sense other than vision (Special Senses are on page 465). A creature without darkvision or another means of perceiving in darkness has the blinded condition while in darkness, though it might be able to see illuminated areas beyond the darkness. If a creature can see into an illuminated area, it can observe creatures within that illuminated area normally. After being in darkness, sudden exposure to bright light might make you dazzled for a short time, as determined by the GM.

I feel like the Blinded condition is likely the most pertinent place to look for your answer:
You can't see. All normal terrain is difficult terrain to you. You can't detect anything using vision. You automatically critically fail Perception checks that require you to be able to see, and if vision is your only precise sense, you take a –4 status penalty to Perception checks. You are immune to visual effects. Blinded overrides dazzled.
This doesn't explicitly state that all other creatures are hidden to a blinded creature, but that is because other senses must be taken into account first.
Humanoids are normally considered to have 3 relevant senses for anything they're not touching: Vision (precise), Hearing (imprecise), and Smell (vague). A creature with only vision as their precise sense who becomes blinded will have to rely on an imprecise sense, such as their hearing. An imprecise sense allows you only to detect the relative location of creatures around you i.e. as per Hidden.
Short answer: Yes, all creatures you can hear (by default, all of them unless they make an effort to be quiet) will be Hidden to a blinded creature. At the GM's option a creature that makes no sound (do ghosts still have this option?) might be treated as Undetected as there is no way to perceive their location without another sense.
