Second, if Heartblood Ring killed PC, can that victim have vamp dedication?

It's not something a PC should be able to craft, so there's no need to have crafting rules for it. These types of items are story telling devices that the GM puts into their games, so any rules issues should be talked about with the GM so you can all come up with a compromise.

Second, that's entirely up to the GM.
