Do all penalties stack?

I've been seeing mixed reports on this. Do all penalties stack? Or, like bonuses, do penalties of the same type (two circumstance penalties for example) overlap?

EXAMPLE
- Clumsy 2 from a poison, giving a -2 status penalty to basically everything Dexterity-related,
- Frightened 1 from the paladin Demoralizing the foe, which get them a -1 status penalty to all checks and DCs.
- Flatfooted because my buddy and I are flanking them, for a -2 circumstance penalty to AC.

Is that a net -4 to AC for the enemy, or -5?

Bonuses and penalties apply to checks and certain statistics. There are several types of bonuses and penalties. If you have more than one bonus of the same type, you use only the highest bonus. Likewise, you use only the worst penalty of each type.

Which is different than in Starfinder where Bonuses of the same type don't stack, but penalties don't have types and therefore do stack.

Important to note that unlike bonuses, penalties can be untyped. Those ones can stack.
