Can Goblins crew a rowboat, a ships boat, or a keel boat? If they double up on the Oars will it function as a medium creature for propulsion

Combat: small & medium creatures occupy a 5*5 square.
Str: for checks each addt'l creature that succeeds vs DC10 adds +2 to primary creature's check (Aid Another action, only a limited number of creatures can help). So a bit different when adding strength.

Propulsion & Driving Checks see muscle. Essentially the way vehicles are modeled they have a minimum crew, DC to drive, speed and acceleration numbers.
Top speed IS limited to 2*the creatures normal speed, so here you'd see a drop as humans=30ft and goblins=20ft. A GM should apply 2/3 factor to the top speed.

Overland Movement scroll down to Table 7-9 for speeds, note that medium sized creatures are assumed.

Fast-Play Ship Combat Rules Crew min & maximum are listed last column in table 7-49. Only 1 is needed to 'drive' a rowboat, others are passengers.

Rowboat 2-3 med passengers.

there seems to be a lot of hand waiving

1: yes

2: no. The way it's modeled and their space - they fill the space. They just need average (human) Str scores. Then it's handwaived (at 2/3 max speed).

amusingly replacing 2 rowers with 1 centaur (move 50) would increase your speed (so long as you meet minimum crew requirements). Expeditious Retreat on your rowers would have an amazing effect.
In realistic terms a horse can produce 15HP whereas a human about 1HP.

I'm sure others have looked into this topic at greater depth. I'd search for posts in Rules forum.

You learn something new every day. Thanks.

Goblins aren't one of the more used non-human races for nothing, differently from most small races, they have a speed of 30'.

sadly Expeditious Retreat:T1 is personal so potion time which could get expensive. Haste:T3 is the other spell option & I'm surprised there's no communal Exp'd Retreat version.

Goblin race yep, they are a bit odd with normal movement.
