Artisan Tools give a bonus to crafting checks, but is it just for creating items? For instance, does this bonus apply to Inventor actions like Tamper and Overdrive that use crafting checks?

It looks like no. Artisan Tools are specifically for crafting items from raw materials and only give their bonus to that crafting check.
Try Crafter's Eyepiece instead.

Looking through the options on Archives of Nethys, it doesn't look like there are too many options for +3 - best bet there seems to be a mutagen (unfortunately one that hurts the Inventor Striking plan).
Impossible Apparatus really should work for inventors.
