Yes, but only if such feats are granted by the GM in the first place. As rare class feats intended for any class, it falls to the GM to implement them how they see fit (though the player should still have a hand in choosing the specific deviant abilities their character acquires).
Note that deviant feats are only obliquely referred to as class feats, and that
the optional rules governing them actually recommend the GM use a variant of the Free Archetype rules for them, which would mean you would get them in addition to your normal class feats.
