Is the cantrip provided by the Parallel Breakthrough feat always 1st-level, or does it scale with spell level like other cantrips?
The way I see it, the feat's mention of "1st-level psi cantrip" is either intended to cap the level of the spell, or to limit your list of choices (no picking up the 3rd-level entropy wheel cantrip, for example).
I just don't know which interpretation is intended.

You gain a 1st-level psi cantrip for a conscious mind other than your own; this can be either the unique surface cantrip or one of the common cantrips and the accompanying amp.
Surface cantrips are specifically the 1st level psi cantrips unique to your conscious mind so it should just be limited to those. The ones you get at 6th level are called deeper psi cantrips, and the ones you get at 10th level are called deepest psi cantrips.

Cantrips have levels. For example, Entropy Wheel is a third level cantrip.
It's the same than the rules stating that you gain a 1st-level spell. It doesn't mean that you can't heighten it, just that you have to choose from the 1st level spells of your spell list.There's a case of a spell that can't be heightened : Adaptive Adept. And there's a line of text explaining that you can't heighten it. Having a cantrip that doesn't auto-heightened would definitely ask for a line of text to explain it.
