Do a character learn other spells with the arcane weaving from other spellcaster ?
Or it's just that the character can cast other spells that aren't in class list ?

It definitely doesn't say anything about adding spells to your repertoire that you couldn't add normally. So no adding off-tradition spells.
I also don't see anything in there that says that you learn the spells that you would add to your repertoire from the other casters.
So with just what is written, you would have to already have learned the spell that you want to swap in. You just spend one day and make a bunch of skill checks doing the ritual rather than spending a week retraining and not needing any skill checks.
I don't think that is how it is intended to be run - but that is what it actually says.
If I was running the game, I would probably have the ritual teach the spells to the casters as needed for the spells that get swapped in to repertoire. But still no off-tradition spells.
