I just wanted to double-check: the damage of these spells is not reduced if the target makes their saves, correct? I know it says save for 'Partial', but nowhere does it say that the damage is cut in half.

Looks that way, yes! I think it's sort of a trade-off, since both spells require you to success at an attack roll, so the damage is baked into the attack roll, rather than the Save roll. Looks like the saves are to avoid the other bad stuff, Shaken or Sickened for rounds / level.
