Do you need to be able to Step 10 feet (such as with the Tiger Stance feat) in order to take full advantage of Feather Step?

It grants you the ability to Step into difficult terrain, but doesn't remove the movement cost of said terrain.

I think the idea of step is just, you move 5ft.

You don't care about the movement cost of that type of terrain, because you're not wondering how many spaces you're going to go, it's always 5ft. But if the terrain would cost more than 5ft (i.e. difficult terrain) you can't step. And that's what the feat removes.

Consider the opposite: would it make sense that the feat can't work on its own, but doesn't mention that you need to combine it with some very specific abilities? No, that wouldn't make sense. Therefore that interpretation can't be the correct one.
