Is the splash damage implied to hit on a miss like bombs, or only on a hit?

Well, the trait rule certainly doesn't say that it does.

It can be argued that realism would indicate that it should. But I always hate arguments based on realism that give mechanical game benefits.

Only on a hit. Scatter says nothing about dealing damage on a miss and does not reference Splash.

Scatter does "splash" damage which applies on a miss, but the trait only mentions bombs. I guess it's like acid splash. I don't think that's supposed to splash on a miss.

But yes, the wording of the Scatter trait is treating 'splash' like it is a damage type. Which is strange.

So does acid splash. I guess it's like precision or persistent damage. It's a category of damage rather than a type.

Indeed. Treating it like the opposite of precision damage is probably the best ruling that I have seen.

When you hit with an ability that grants you precision damage splash damage, for the primary target you increase the attack's listed damage, using the same damage type, rather than tracking a separate pool of damage. For other targets, the ability will list the amount of damage done, and the damage type will still be of the same type as the original damage.

Something like that.
