What level should a fireworks spell be?

I really like the flavour the snapdragon fireworks spell but its got a few things I'd like to change - 1 per round to multiple ones per round, 5 foot square to 40 foot square, shaped like a dragon to any shape/colouration the caster desires. Basically I want to change it from 1 small dragon shaped firework a round to something like we have today huge complex forms with multiple ones going off at once so you can do things like have a dragon breathing fire or a red heart or a string of coloured lights and so on. Here's the original spell . . .

School transmutation [fire, light]; Level arcanist 1, bard 2, redmantisassassin 1, skald 2, sorcerer 1, wizard 1
Casting Time 1 standard action
Components S, V, M (a bundle of sulfur wrapped in cloth)
Range long (400 ft. + 40 ft./level)
Effect dragon-shaped fireworks
Duration 1 round/level
Saving Throw Reflex negates; Spell Resistance yes

Description
A favorite display at halfling midsummer festivals, this spell lets you create fireworks in the shape of tiny dragons. Once per round, as a move action, you may designate a target 5-foot-square within range and launch a pyrotechnic in that direction. The pyrotechnic takes a zigzag path from you to that square, always missing creatures and objects in its path, and detonates in that square with a bang and a colorful burst of fire and light. Creatures in the target square take 1d4 points of fire damage and are dazzled for 1 round (Reflex half, a successful save negates the dazzled condition). Normally when this spell is used as part of a festival, the chosen target is high in the sky to increase visibility and protect observers.

So I'm thinking . . .

School transmutation [fire, light]; Level arcanist 3, bard 4, redmantisassassin 3, skald 4, sorcerer 3, wizard 3
Casting Time 1 standard action
Components S, V, M (a bundle of sulfur wrapped in cloth)
Range long (400 ft. + 40 ft./level)
Area 20 foot radius spread.
Effect A maximum of 1 firework per 2 levels to a maximum of 10 per round in a shape the caster desires
Duration 1 round/level
Saving Throw Reflex negates; Spell Resistance yes

Description
An improved version of the old favorite snapdragon fireworks, this spell lets you create fireworks in the shape of tiny dragons. Once per round, as a move action, you may designate target 5-foot-squares within range and launch 1 pyrotechnic per 2 caster levels in that direction. The pyrotechnic takes a zigzag path from you to that square, always missing creatures and objects in its path, then detonates in an explosion prodcuing a colorful burst of fire and light. Creatures in the target area take 1d4 points of fire damage and are dazzled for 1 round (Reflex half, a successful save negates the dazzled condition). Normally when this spell is used as part of a festival, the chosen target is high in the sky to increase visibility and protect observers.

I added 2 to the level for multiple fireworks, the ability to create 1 per 2 caster levels to a maximum of 10 and a radius to the explosion however I haven't increased the damage. So while it could potentially be a nasty spell with metamagics I've hopefully balanced against that since its still fairly easy to negate them. It may be necessary to make fewer fireworks but any other advice on balancing this appreciated. Its not intended for combat but for entertainment.

As written, maybe 2nd. It's only used for show and has negligible combat value. The huge range is the one standout, without which it might be 1st. To justify 3rd, you want something like a Fascinate effect.

I have no objections to lowering it to lvl 2 that'd allow more castings and gives a nice lvl 1 dragon firework a round, lvl 2 multiple fireworks a round.

Some updated firework-related spells from 2e.

Spark Fountain
(Evocation) [fire, light]
Level: Brd 2, Sor/Wiz 2
Casting Time: 1 standard action
Components: V, S, F
Range: medium
Duration: 1 minute/level
Effect:: 10' tall fountain
Saving throw: none
Spell resistance: yes

You create a fountain that shoots bright multi-colored sparks 10' in the air. The fountain lights up the area as a torch, and anything within 5' of it takes 2 points of fire damage per round. The fountain must be created on a hard, level surface. Should it be created under a ceiling lower than 10' high, the damage spreads to 10' around the fountain.
Focus: a silver-coated brass cone worth 10 gp

Sparkler
(Evocation) [fire, light]
Level: Brd 1, Sor/Wiz 1
Casting Time: 1 standard action
Components: V, S, F
Range: touch
Duration: 1 minute/level
Effect: 1 sparkler
Saving throw: none
Spell resistance: yes

You enchant one piece of metal so that one part of it emits bright sparks in a 5' radius. The sparks are harmless and cannot ignite anything, and the light functions as a torch. If the sparking part is touched it deals 1 hp/level fire damage (max 10) and the spell ends. The hot part can also be used to ignite flammable substances, taking from 1 round for highly flammable substances like paper or dry grass, to 3-4 for moderately dry twis and leaves, to a minute for larger green brancehes or dried tree trunks.
Focus: a tiny strip of magnesium

Firecracker
(Evocation) [fire]
Level: Sor/Wiz 1
Casting Time: 1 standard action
Components: V, S, M
Range: medium
Duration: 1 round/level
Effect: 1 'string' level
Saving throw: none
Spell resistance: yes

You create a 'string' of firecrackers that gives off a series of loud bangs and fills a 10' radius with sparks and smoke. The sparks deal 1 point of fire damage and the smoke stings the eyes of targets, dazzling them. Each round another 'string' appears in the area and goes off.
Material Components: hair from a black cat
