Hi folks,
My PC is an inventor. I make ELECTROMUSCULAR STIMULATOR and install it on a ranger. Using his own AA to activate ELECTROMUSCULAR STIMULATOR seems not good.
Activating Items says: If the item requires you to Interact with it, you must be wielding it (if it’s a held item) or touching it with a free hand (if it’s another type of item).So can I stand by an ally, then activate the item?

Not sure how to parse the rules on it, but I agree spending two actions to activate that item to gain 1 extra (restricted) action for 10 turns is a little dubious. You have to use it for 3 turns to even gain a benefit.
Having an ally who's action is perhaps less valuable than yours activate it may move this item from dubious to useful.

Requirements You can Activate an Item with the invested trait only if it’s invested by you. If the item requires you to Interact with it, you must be wielding it (if it’s a held item) or touching it with a free hand (if it’s another type of item).
There are three answers to your question.
1) If it's an item that requires investment, only the Character who invests in it can Activate it.
2) If it requires an Interact Action, only the Character who is wielding it can Activate it.
3) If it isn't a held item, but one that is simply worn and does not need to be invested in you would first need to have the Character who is wearing it willingly let you touch it, be adjacent to the Character, and then spend the Actions required to Activate the item.

Editing that for clarity I would interpret it as "If the item requires you to interact with it, you must be touching it with a free hand (if it's not a held item)."
The electromuscular stimulator isn't a held item. So it would appear that anyone can activate as long as they have a free hand and can reach the character, assuming the character wants to allow it to happen.
