Would Pharasma immediately punish someone who created undead?

This is a kinda "boiling the frog" question; how long would it take before Pharasma would declare somebody creating undead an enemy, and either curse them or send Psychopomps after them or something. Gods & Magic says deities rarely curse somebody just for doing something they dislike, but there must be some point in which they would.

I mean, necromancers imperil the world and need to be put down all the time. Tar-Baphon hasn't been slapped down. It seems like she's pretty non-interventionist about things.

When you're the goddess of death and the oldest being in the universe, someone raising a couple skeletons on a single planet seems pretty trivial.

Historically Pharasma hasn't needed to intervene in this sort of thing because she knows exactly how and when it's going to end. That hasn't been true for the last 100ish years, so eventually she might change course but the Lady of Graves is extremely patient.

The gods don't really do this level of micromanagement anyway, because that'd make for a game that isn't welcoming to players playing characters in them, since it would weaponize petty and vindictive GMs.

If Pharasma personally smote all who created undead, she'd wipe out necromancy pretty much instantly. And that would enrage Urgathoa and Zura and Orcus and Kabriri and Nhimbaloth, who would then respond by wiping out all of Pharasma's clerics and any clerics who fight undead. And then those deities would then lash out and so on and so on and the next thing you know, the world is gone and none of us have a campaign setting to play in.

This sort of "arms race" type thing is why deities in Pathifnder don't take active roles doing ANYTHING in the setting. They leave that work to their faithful worshipers—that's the whole purpose of a faith and its clerics and worshipers: to enact the will of a deity in the world.

When deities do step in to manipulate and meddle with the mortal realm, they do so VERY rarely, and when they do, it's often subtle. Or at the very least manifests in the ways we list for their boons and curses in Gods and Magic.

Demigods are more active, and you'll see us do adventures where demigods get in and mix things up, but keep in mind that demigods also have stat blocks. They might be powerful, but they can still be defeated by mortal heroes or villains. So there's a much greater risk for them there.

Deities who come in and directly manipulate worlds more often can make for some really fun stories, but those stories work best when it's a non-interactive story like a novel or movie, where you don't have to contend with the concept that the person who makes the decisions for the deities is also the same person who's supposed to be an impartial referee or judge for a game.

Also deities who intervened directly usually regret it (Sarenrae, Desna).
