If it's following the same lore and concept as the 1st Edition Hallowed Necromancer archetype, raising undead minions would be something that it would absolutely not support, since that was a wizard archetype that required the character to be a specialist in the necromancy school that was sworn to never raise undead and was more about using necromantic magic to fight against undead.

Ahhhhhh gotcha. I'm not too familiar with 1e, but that thing is cool too. Righteous undead slayer good to mix with lastwall stuff. Undead summoner will probably serve that mini Diablo necromancer niche (bonus points for getting cackle from witch).

Yeah, PF2 put all of the healing into the Necromancy school (which is good, Necromancy being about both sides of the life and death coin makes a lot of sense) so a necromancer isn't necessarily someone who raises the dead.
(Historically the term actually at first mostly just referred to communicating with the dead, and raising the dead was mostly just described as doing it momentarily to ask them questions).
