Ranger with bounty hunter background character creation question?

Still new to the game. One of my players created a ranger with the bounty hunter back ground. Both give him Surval ( I think.im at work so can't check ) and normally when a skill doubles up it let's you pick a new one. The rules don't say that in this case. I checked the errata. I couldn't see it. But pathbuilder says you do. Which is correct?

You pick a new skill to be Trained in.

It is in the general description of skills in the CRB :

"Sometimes you might become trained in the same skill from multiple sources, such as if your background granted training in Crafting and you took the alchemist class, which also grants training in Crafting. Each time after the first that you'd become trained in a given skill, you instead allocate the trained proficiency to any other skill of your choice—though if the skill is a Lore skill, the new skill must also be a Lore skill."
