Like I've said, the ball didn't need any rules text and we'd have been better off without it - because in that case there'd be no argument.
And as for accusations of not knowing how PFS runs, my 3 stars and having a VC run most of the games I played in would say otherwise. The item lists Hands and Usage - you have to use at least that many hands and use it that way if there's a roll of any kind involved. If the encounter is "play ball with some gnomes" you gotta use the hands. If you're playing hackey sack on your own and it has no mechanical effect, whatever - however no matter how much you build up that aspect of your ball usage it will never affect a check.
