I was perusing the Gen Con Online schedule for PFS(2ed) Special #3-99: Fate in the Future and I noticed that all the high level tables (5-6 and 7-8) are Sold Out but there are still many open tables of the lower tiers, especially 1-2. Are there any plans to adjust the tables and open up some more high level play?

It is pretty unlikely that will happen, as GMs had to pick their tier over a month ago and sign-ups have already opened/people have paid for tickets to the available tables. There was also an increase in the number higher tier tables this year compared to last year. The special will be offered at other online conventions over the next couple months, so it will be possible to play a high tier then.

Not speaking for the current organizing committee, but in the past, if low-tier tables did not sell, it was possible to reassign those GMs to a higher tier. Whether or not that can/will happen this year I have no idea. As I understand it, volunteering is mostly closed so the GMs they have is what they have. Not to mention, with the chaotic nature of the event this year, the PtB at Gen Con are not likely going to be interested in last-minute (relatively speaking) changes in the catalog.

Virtually every year of org play's existence the number of tables offered for the specials has been limited by the availability of GM volunteers moreso than any other factor. Only one year do I recall us actually turning volunteers away because we filled the Sag. Every year people ask for more tables, but the organizers aren't putting artificial limits on the table counts. If we want more tables, we need more GMs. Pretty simple really. I spent the better part of a decade begging and pleading with people to GM even for a couple of session at Gen Con (and the other major events) if just to offer more tables of the special.

The level-tier mix is always a crap shoot. Some years the mid/high level tables sell out first. Some years the low/high table sell first. Paizo also has a fairly rigid ideology to make tables available for walkup players and the low-tier tables are best served for that purpose so they will always outnumber the other tiers.

So...while that may seem very simple on its surface it is not that simple. Paizo does not have complete control over what is displayed and offered at this point. The system being used is not one of Paizo's make, but completely in the realm of GenCon. It is possible that they could manage, but I really wouldn't hold my breath.

On top of the lack of control, GMs have been informed of which tier they are GMing. To switch them over could disrupt those who have already signed up for their table (a technical issue), as well as asking a GM to prepare a tier they were not already informed of (or volunteered for).

Again, I very much understand the sentiment. But to shift things is not that simple.
