Recover Actions

Does anyone know what it means to spend ep to recover Actions. It seems like it might of been tied to some other part of the class no longer present. Or it's a strangely worded way of saying you cna spend ep for actions. Which if its the latter you would expect to see more limitations.

You spend actions to "regain control" (i.e. reduce your drawback.)

You don't regain actions. (They have conceded that it is unclear in the wording.
