I am trying to figure out if there's a rule meant to give an order between these actions
Fortification rune
A fortification rune wards against the most deadly attacks. Each time you’re critically hit while wearing the etched armor, attempt a DC 17 flat check. On a success, it becomes a normal hit. This property thickens the armor, increasing its Bulk by 1 and the Strength required to reduce its penalties by 2.
Stone Bones
Raction
Trigger You are struck by a critical hit that deals physical damage.
Your intractable nature can help you shrug off even the most grievous injuries. Attempt a DC 17 flat check. If you are successful, the attack becomes a normal hit.
Saving Slash
Reaction
Trigger An opponent critically hits you with a melee attack.
You quickly whirl your blade, trying to deflect enough momentum to avoid the worst of the attack. Attempt a DC 16 flat check. If you succeed, the attack becomes a normal hit, instead of a critical hit.
The trigger ( even if the fortification rune is not a reaction or a free action, so the trigger doesn't count toward the use of a reaction/free action in response to a specific trigger ) is the same, and the most efficient way would be to first use the fortification rune and then, if the rune doesn't trigger, to use the active skill.
I couldn't find anything that points out one or the other, so either the interpretations would be acceptable ( though as said before, the most logical use would be to first let the armor trigger and then the reaction ).

You can use only one action in response to a given trigger.
So between Stone Bones and Saving Slash, you would have to pick one. It can easily be argued that RAI the Fortification Rune falls into the same limitation and you would have to pick which one to use and only use one of them. That is how I would run it.
If you do rule that you can use both the Fortification Rune and one of those triggered actions, I would have the reaction happen first. It feels more natural that the active ability would happen before a passive one.

I just mentioned 2 reactions which give a similar effect.
The plan was not using 2 reactions ( would have been impossible since you only have 1 generic reaction ), but to show that there are some reactions which allows the character to get the same benefit from a fortification rune.
As for the game, I thought about the dynamic ( since there are no rules ).
Trying to twist the sword comes in before the fortification rune, which comes in before your bones which try to absorb the impact.
But then there would be discrimination in terms of mechanics ( the only revelant part would be that the ancestry one is a lvl 9 feat which doesn't require a weapon equipped, while the other one is a lvl 10 class feat which requires an equipped waepon, and it's stronger in terms of odds. but that's it ). I mean, though it may be logical, it's off in terms of mechanics ( which always come first ).
I suppose that I'd probably go the same, allowing first the reaction ( regardless which one ) and only then the fortification rune.
